Recreation & Community Programs Manager

The City of Cedar Falls is seeking candidates to replace a retiring Recreation & Community Programs Manager. With a high level of public contact and customer service, the individual will plan, coordinate, and manage the City’s Recreation and Fitness Center, recreation programs, services, and activities within the Community Development Department, including aquatics, wellness programs, and youth and adult sports. The position will oversee ~300 full, part-time, and seasonal staff; supervise the City’s golf pro and administer the contract; coordinate assigned activities with other divisions, outside agencies, and the general public. The position exercises direct supervision over the Recreation Program Supervisors, Recreation Program Coordinator, Fitness Coordinator, and Administrative Assistant while receiving general direction from and providing highly responsible and complex staff assistance to the Director of Community Development. The individual will participate in the development and implementation of goals, objectives, policies, procedures, and priorities for the Recreation & Community Programs Division; identify resource needs and opportunities for improving service delivery methods and procedures; maintain a high degree of customer service; select, train, motivate, evaluate, and discipline personnel; direct, coordinate, and evaluate the work plan, activities, methods, and procedures for recreation programs and services. The position will also participate in the development and administration of the Recreation & Community Programs division budget and forecast, monitor, approve funds/expenditures, and recommend adjustments as necessary; coordinate recreation programs and services and serve as the Division liaison to other departments, divisions and outside agencies and organizations; negotiate and resolve significant and controversial issues; prepare, review, and distribute correspondence, reports, and documents; administer the facility and lands rental process and schedule events; oversee facility maintenance and monitor custodial operations; meet with outside groups to market and explain programs and services and work with the public to develop programs and services; serve on a variety of committees and as staff liaison to the Park & Recreation Commission; attend and participate in professional group meetings; stay abreast of recreation trends and innovations; inspect and monitor sites and events for compliance; administer the employee wellness program; monitor the condition of facilities under the purview of the Division and propose items for the City’s Capital Improvement Program (CIP) and budgeting, accordingly. Flexibility in scheduling may be required to attend evening meetings, and be available evenings/weekends for programming and facility issues. Qualified candidates must have a Bachelor’s degree from an accredited college or university with major course work in recreation & leisure services administration, sports & fitness management, parks & recreation management, or a closely related field AND four years of increasingly responsible experience in recreation coordination activities, including two years of supervisory or administrative experience. Possession of an appropriate, valid driver’s license is required. The expected employment offer would be in the $68,694-$90,163 range, depending on qualifications, with full-time benefit package. The FY20 full pay range is $68,694-111,632. Post-offer, pre-employment physical and drug screen may be required for the successful candidate.
