Community Services Coordinator

City of Cedar Falls is seeking qualified candidates for a full-time Community Services Coordinator.  Individual performs administrative, analytical and technical duties related to the City’s Housing Choice Voucher Program (Section 8) rental assistance, and  Community Development  Block Grant (CDBG), and related programs.  Position conducts research on programs/grants available to the community and prepares various reports; provides professional staff assistance to the Community Development Department and the City’s Housing Commission.  Individual is also responsible for coordinating the planning and implementation of programs and policies of the agency and ensuring efficient and effective administration and execution of all agency business.  Individual receives general supervision from the Planning and Community Services Manager and may exercise some functional or technical supervision/serve as a lead worker over other housing staff.
Duties will include, but not be limited to: compiling and reporting Section 8 rental assistance and CDBG activities to the Dep’t. of Housing and Urban Development (HUD); interpreting, implementing and administering Section 8 regulations and related changes to federal programs; coordinating with Financial Services staff to prepare housing assistance payments (HAP) to landlords and complete related financial requirements and reporting; preparing budgeting and financial statements related to CDBG programs and audits; explaining housing programs and regulations to landlords and tenants, answering questions and providing information to qualifiers and advising program participants; coordinating and monitoring tenant selection and placement; monitoring and performing building and grounds inspections to ensure compliance; performing re-inspections of failed housing units and advising landlords of deficiencies, preparing/submitting  reports and funding requests; maintaining accurate records and correspondence, communicating with/educating/interviewing landlords and tenants based on Federal regulations; conducting income verifications, negotiating rent, processing lease and contractual agreements and serving as the agency’s contracting officer; investigating  and resolving housing complaints, preparing and developing housing marketing materials and completing presentations/sessions; attending Housing Commission  meetings, serving as and completing Commission Secretary duties, recommending new policies, changes and implementing/administering upon approval; and completes related duties.
Position requires an Associate’s degree from an accredited college or university in business administration, public administration, management, social work, accounting, or related field and two years of Section 8, housing programs, regional or community development, code enforcement, or related field OR a high school diploma or equivalent supplemented by additional coursework/skills in business administration, public administration, management, social work, accounting, or related field and five years of experience in Section 8 program administration, other housing programs, regional or community development, rental inspection and code enforcement, or related field.  Position also requires possession of an appropriate, valid driver’s license with good driving record.   Inspector certification from the Iowa Association of Housing Officials or related certifications as required by HUD preferred.
Current pay range: $20.32 – 33.021/hr.  Selected candidate will be eligible for annual merit increases and full-time benefits.  Post-offer, pre-employment physical and drug screen required.
