City Clerk - City of Hudson
The city of Hudson, IA is hiring for the position of City Clerk. JOB SUMMARY: Implement City policy as directed by ordinance and the City Council. Work closely with all City departments on developing an annual budget. Make recommendations to the Council on planning and budgeting. Approve and make recommendations on expenditures. Supervise deputy clerk and evaluate on an annual basis. Supervise the preparation, maintenance, and review of fiscal records. The employee is deemed by the City Council to be a critical employee to the City of Hudson; a critical employee is one that is responsible for the safety and welfare of the Hudson Public and is therefore required to reside within a 30-minute drive of the City of Hudson to ensure prompt accessibility for City operations and emergency situations. JOB SCOPE: Directly responsible to the City Council for the administration of municipal affairs. Oversight of city property, management of capital improvement projects and keeping the five-member city council and mayor fully advised of the city’s financial condition and overall future needs. Supervises the deputy clerk for day-to-day activities, however, the deputy clerk if assigned Treasurer duties, shall maintain independence in the Treasurer duties. MINIMUM EDUCATION, EXPERIENCE, CERTIFICATION, AND RESIDENCY • Iowa Certified Municipal Clerk (CMC) certification is preferred. • Four-year college degree in public or business administration, or related field is preferred. • Three or more years of experience in a public sector management position is required. • Employee is required to reside within a 30-minute drive of the City to ensure prompt accessibility for City operations and emergency situations. Residence in the City of Hudson is preferred. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of principles and methods of public administration; knowledge of the organization, function, and problems of municipal government; knowledge of management techniques providing administrative leadership; supervision, and direction to a professional staff; knowledge of municipal cash and accrual accounting, taxing, municipal revenues and expenditures, and municipal budgetary planning and management; knowledge of Iowa law and its implications in municipal operations and actions. Special Abilities – Must be able to type at least 40 WPM, operate a calculator efficiently, and Microsoft Office on a computer. Must have excellent organizational skills, be a self-starter, and have good communication skills to interact with patrons and City officials. Must be bondable and comfortable handling cash and checks. Must have above accuracy in financial and verbal record keeping. Working knowledge of current windows-based software (PowerPoint, Word, Excel, OneNote, etc.) is required, as well as accounting software knowledge. Physical requirements – must be able to occasionally lift objects weighing up to 30 pounds and carry them up to five feet unassisted. Must be able to sit and listen for prolonged periods. Mental Requirements – Must have the ability to concentrate on tasks within the environment of interruptions and produce extreme accuracy and attention to detail. This is a position with high-stress levels based on customer demands, time pressures, accuracy requirements, and problem-solving skills necessary. Must be able to work hours necessary to meet deadlines, meetings, and commitments. Must understand and follow all employee conduct policies.
